Background Q-CEP (Qualificação dos Comitês de Ética em Pesquisa que compõem o Sistema CEP/Conep) is a nationwide project resulting from a partnership between the Brazilian National Research Ethics Commission (Conep), the Ministry of Health and Hospital Moinhos de Vento (HMV). It was developed to consolidate policy for ethical review of research with human beings in all members of the CEP/Conep System, Brazil’s national system of institutional review boards. The aim of this study was therefore to report on the experience and (...) results of the Q-CEP project. Methods An observational, retrospective study includes data from the Q-CEP, obtained from visits to all the institutional research ethics committees (RECs) in the country. The actions implemented by Q-CEP were part of a two-step process: (i) training visits to each REC; (ii) development of distance learning modules on strategic topics pertaining to research ethics evaluation. The data presented herein cover step one (training visits), defined by Q-CEP as the diagnostic stage of the project. For a country with social and economics inequalities such as Brazil, this is a particularly important stage; an accurate picture of reality is needed to inform planning of quality improvement strategies. Results In 2019–2021, Q-CEP visited 832 RECs and trained 11,197 people. This sample covered almost all active RECs in the country; only 4 (0.5%) were not evaluated. Of the 94 items evaluated, 62% did not reach the target of at least 80% compliance and around 1/4 (26%) were below 50% compliance. The diagnostic stage of the process revealed inadequacies on the part of the RECs in their ethical reviews. The analysis of informed consent forms showed compliance in only 131 RECs (15.74%). The description of pending issues made by RECs in their reports was compliant in 19.33% (n = 161). Administrative and operational aspects were also considered inadequate by more than half of the RECs. Conclusions Overall, Brazilian RECs showed poor compliance in several aspects of their operation, both in ethics evaluation and in other processes, which justifies additional training. The Q-CEP project is part of a quality improvement policy promoted by the Brazilian Ministry of Health. The data obtained in the diagnostic step of the project have contributed to the qualification and consolidation of one of the world’s largest research ethics evaluation systems. (shrink)

O jornal Tribuna Criciumense foi o único impresso publicado na cidade de Criciúma no período deste escrito. Fundado em 1955, ele passou por três fases. Na primeira, produziu um discurso anticomunista, mas de maneira um pouco tímida. Na segunda fase, com curta duração, o impresso passou a valorizar a ideologia comunista e, ao mesmo tempo, a defesa do presidente João Goulart. A última fase foi marcada por ataques violentos contra o comunismo, em defesa do golpe civil-militar e da ditadura (...) implantada. Este escrito contém a crítica de noções tradicionais de subjetividade realizada pelo assim chamado Segundo Wittgenstein, cujo pensamento se expressa principalmente nas Investigações Filosóficas. Como o próprio Wittgenstein recomenda, as passagens de seu segundo pensamento serão confrontadas às suas primeiras formulações sobre o “sujeito”, que tinham relação íntima com a noção de sujeito em Schopenhauer. Após abordarmos brevemente a concepção de sujeito no Tractatus, apresentaremos três aspectos da crítica wittgensteiniana da subjetividade a partir de suas Investigações. Após isso, comentaremos duas (...) tentativas de se extrair uma formulação positiva da subjetividade em Wittgenstein, realizadas por Chantal Bax e Søren Overgaard. Além de expor o aspecto negativo, ou crítico, das formulações de Wittgenstein sobre a subjetividade, pretendemos responder se o sujeito e a subjetividade, para o Segundo Wittgenstein, podem ser conhecidos, e se é possível extrair uma formulação positiva da subjetividade dos escritos wittgensteinianos. AimWe aimed to investigate whether the 12-item Multidimensional Scale of Perceived Social Support (MSPSS) constitutes a valid and reliable measure of social support for the general adult Australian population.MethodsData were from Australia’s National Survey of Adult Oral Health 2004–2006 and included 3899 participants aged 18 years old and over. The psychometric properties were evaluated with Bayesian confirmatory factor analysis. One-, two-, and three-factor (Significant Other, Family and Friends) structures were tested. Model fit was assessed with the posterior predictivep-value (PPPχ2), Bayesian (...) root mean square error of approximation (BRMSEA), and Bayesian comparative fit index (BCFI). Dimensionality was tested by comparing competing factorial structures with the Bayes factor (BF). Reliability was evaluated with the Bayesian ΩH. Convergent validity was investigated with the Perceived Stress Scale (PSS) and discriminant validity with the Perceived Dental Control scale (PDC-3).ResultsThe theoretical three-factor model (Significant Other, Family, and Friends) provided a good fit to the data [PPPχ2< 0.001, BRMSEA = 0.089-95% credible interval (CrI) (0.088, 0.089); BCFI = 0.963-95% CrI (0.963, 0.964)]. The BF provided decisive support for the three-factor structure in relation to the other structures. The SO [BΩH= 0.95 - 95% CrI (0.90, 0.99)], FA (BΩH= 0.92 - 95% CrI (0.87, 0.97), and FR (BΩH= 0.92 - 95% CrI (0.88, 0.97)] subscales displayed excellent reliability. The MSPSS displayed initial evidence of convergent and discriminant validity.ConclusionThe MSPSS demonstrated good psychometric properties and excellent reliability in a large Australian sample. This instrument can be applied in national surveys and provide evidence of the role of social support in the Australian population. (shrink)

Este trabalho visa refletir sobre a minoridade e contextualiza-la dentro do seguimento de Cristo. A minoridade é um valor evangélico muito caro a Francisco de Assis, e apresentada como indispensável para aqueles que desejam ingressar nos grupos franciscanos. Algumas das consequências da minoridade são a pobreza e a dependência, que não são vistas como virtudes ou metas para grande parte das pessoas. Diante disso, é necessário questionar se o discurso sobre minoridade não se tornou anacrônico ou inadequado para a atualidade. (...) O método utilizado para verificar essa possibilidade foi retomar os fundamentos da minoridade e identificar quais são as conexões que esse comportamento implica dentro da forma de vida franciscana. De forma transversal é possível estabelecer comportamentos alternativos à minoridade e criar hipóteses sobre suas consequências. As relações fraternas, são baseadas no Evangelho, mas organizam-se de forma prática com estruturas hierárquicas de poder. A conciliação entre a minoridade e a função da autoridade é muito delicada. Além disso, a função do superior interage com comportamento de vanglória, inveja e julgamentos, como entender isso como elementos no caminho de seguimento a Cristo é um questionamento profundo. A ideia de minoridade permeia diversos aspectos da vida espiritual, social e pessoal. Dessa constatação nasce também a necessidade de identificar quando a minoridade se torna uma forma de abrir mão da responsabilidade de fazer escolhas, e uma oportunidade de delegar a responsabilidade a outros. Talvez o ponto central da discussão seja entender se o discurso sobre a minoridade é prático ou se permanece apenas como uma elaboração teórica, mas sem aplicabilidade. (shrink)

While firms' engagement with Corporate Social Responsibility has been associated with positive performance impacts, little is known about the incorporation of the United Nations 2030 Agenda into business practices. Precisely, although the literature suggests that firms are pursuing the Sustainable Development Goals (SDGs), there are limited insights on their strategy to implement them in the context of developing countries. To address this gap, we conducted a comprehensive large-scale investigation of 2030 Agenda adoption by Brazilian companies. Accordingly, the analysis of our (...) multicase study reveals (1) variations on the business opportunities brought by the SDGs depending on the firm position in the value chain, (2) which SDGs and target stakeholders are addressed through corporate policies and practices, (3) the different ways firms embrace the SDGs to pursue ambidexterity. Our findings clarify how firms in the developing countries interpret the institutional pressures and assemble their internal resources to respond to the SDGs challenges. This article adapts the ethnographic medium of the diary to develop a method for studying data and related data practices. The article focuses on the creation of one data diary, developed iteratively over three years in the context of a national centre for monitoring disasters and natural hazards in Brazil. We describe four points of focus involved in the creation of a data diary – spaces, interfaces, types and situations – before reflecting on the value of this method. We suggest (...) data diaries are able to capture the informal dimension of data-intensive organisations; enable empirical analysis of the specific ways that data intervene in the unfolding of situations; and as a document, data diaries can foster interdisciplinary and inter-expert dialogue by bridging different ways of knowing data. The author- following his own research on the subject- argues that Wittgenstein ignores argumentation theory and in general, the problems of rhetoric and argumentation. From this point of view, he frames Stephen Toulmin’s reading of Wittgenstein, arguing that the British philosopher- who was a student of the Austrian- advocates precisely the same thesis. He explains that this happens in a very peculiar (rhetorical) context on Toulmin’s part; a context in which, in essence, Wittgenstein’s philosophy is being rehabilitated.

This article aims to make public part of the research on the concept of ‘light’ in the theological and, above all, liturgical tradition of the Greek Orthodox Church, based on its representation of the concept of ‘hypostasis’. Taking as a point of departure the interpretation of the expression ‘light of light’ [φῶς ἐκ φωτός (phôs ek phōtos)] of the text of the Niceno-Constantinopolitan Symbol, the article presents a proposal for the interpretation of the concept of ‘representation’ for this specific case, (...) based on the idea of apomímesis, and applies this concept to a reading of the place of ‘light’ in the Holy Scripture, in the Patrology and in the Greek Eastern Liturgies. Hybris, the concept which is briefly discussed in this article, is frequently looked upon, in archaic and classical Greek culture, as an outrage against mortals or immortals. For a hybris to exist, an excess is required regarding a given thresholdand a retaliatory counterpart, from a themistosynē, a specific sense of justice, a little different from dikaiosynē. This article proposes to think of hybris against physis (a concept which is also briefly discussed here), as a way of understanding both the punitive (...) counterpart that results in illness (individual or collective) and the means to avoid or circumvent the outcome or even the perpetration of hybris through the application of particular knowledge. The neural correlates of software programming skills have been the target of an increasing number of studies in the past few years. Those studies focused on error-monitoring during software code inspection. Others have studied task-related cognitive load as measured by distinct neurophysiological measures. Most studies addressed only syntax errors. However, a recent functional MRI study suggested a pivotal role of the insula during error-monitoring when challenging deep-level analysis of code inspection was required. This raised the hypothesis that the insula is (...) causally involved in deep error-monitoring. To confirm this hypothesis, we carried out a new fMRI study where participants performed a deep source-code comprehension task that included error-monitoring to detect bugs in the code. The generality of our paradigm was enhanced by comparison with a variety of tasks related to text reading and bugless source-code understanding. Healthy adult programmers participated in this 3T fMRI experiment. The activation maps evoked by error-related events confirmed significant activations in the insula [p < 0.05]. Importantly, a posterior-to-anterior causality shift was observed concerning the role of the insula: in the absence of error, causal directions were mainly bottom-up, whereas, in their presence, the strong causal top-down effects from frontal regions, in particular, the anterior cingulate cortex was observed. O autor visa mostrar como e porque é que a retórica, em vez da filosofia propriamente dita, pode e deve constituir, sobre as matérias de que se ocupa, um paradigma interdisciplinar das investigações a desenvolver pela filosofia e pelas ciências de maneira geral. Analisa atentamente, nesta perspetiva, o “estado da arte” sobre o assunto, revendo a respetiva bibliografia, e faz um conjunto de propostas fundamentais para se alcançar um tal objetivo.

Neste artigo, procura-se enquadrar na perspetiva da retórica e da argumentação a problemática do chamado “negacionismo” da COVID-19, entendendo-se por um tal conceito não tanto ou simplesmente a rejeição da identificação médica dessa doença, mas, fundamentalmente, quer a negação da sua gravidade e a da sua amplitude pandémica como matéria de saúde pública, quer a negação das medidas adotadas para a combater, de maneira geral, pelas autoridades competentes. As posições defendidas sobre o assunto por uma autoridade médica especializada, mas rotulada (...) e estigmatizada como “negacionista” (Fernando Nobre, médico, ex-Professor catedrático convidado da Faculdade de Medicina da Universidade de Lisboa e doutor honoris causa pela mesma Universidade), servem de caso em estudo. O autor estuda o impacto de Kant na filosofia analítica contemporânea e na respetiva historiografia, desde Frege, Russell e o positivismo lógico vienense, até a algumas reformulações mais recentes do problema kantiano sobre a distinção entre o analítico e o sintético, e a possibilidade do sintético a priori, como é o caso, entre outras, da de Quine e da de Kripke. Discute as razões que estão na origem do retorno a Kant na filosofia analítica desde os anos cinquenta do século (...) passado até aos nossos dias, e mostra que esse retorno se centrou na atualidade do problema referido e das respetivas implicações. After the publication of Hart's Concept of Law, Dworkin published his article “The Model of Rules,” dividing positivism into two varieties: inclusive and exclusive. Many theorists involved in this debate have characterized Hart's position as inclusivist, which we reject in this article. We argue that Hart, in the postscript to The Concept of Law, conceded a point to Dworkin in accepting that inclusive positivism would imply the existence of objective moral standing, adopting a more “neutral” position—compatible with inclusive and exclusive (...) positivism—and consequently distancing himself from the incorporation thesis, which is paramount to inclusive positivism. The COVID-19 outbreak required diverse strategies, such as social distancing and self-isolation, to avoid a healthcare system crisis. However, these measures have been associated with the onset or increase of anxiety and depression symptoms in the population. Music listening was previously shown to regulate emotion, consequently reducing depression symptoms. Since previous studies with Brazilian samples have already shown a high prevalence of depressive symptoms during the first confinement period, the aim of this study was threefold: (i) to compare groups with (...) severe depression symptoms and no depression in what concerns to demographic and socio-economic factors as well as symptoms of anxiety and resilience levels, (ii) to explore changes in music listening daily routine during the confinement measures by both groups (no depression and severe depression), and (iii) to investigate which were the main factors influencing both two groups to music listening during the COVID-19 pandemic. This cross-sectional study included 494 Brazilian respondents aged 18 years and above. Our online survey comprised demographics, socio-economic, and COVID-19 related questionnaires, with questions regarding music listening used during social distancing measures on which the participants rated how much each of the 41 potential reasons for listening to music changed in importance compared to the situation before the pandemic and also the evaluation of anxiety, depression, and resilience levels. The respondents with severe depression were younger and showed higher levels of anxiety symptoms and lower resilience level. Furthermore, they were increasingly likely to listen to music to feel emotionally better with the situation, to feel comfort, to forget problems, to be energetic, to decrease sad feelings, to relax, to cheer up, to forget concerns, to express feelings, to reduce anxiety, to remember better times, to relieve boredom, to mentally stimulate themselves, and to ward off stressful thoughts compared to the participants with no depression. The exploratory factor analysis (FA) identified four types of music listening functions during social distancing measures: negative mood management, cognitive functioning, positive mood management, and physical involvement, in which the participants with severe depression revealed significant differences compared to non-depressed participants for the negative mood management factor, which shows the importance of music listening to regulate their negative emotions. As a conclusion, we can argue that most of our respondents used music listening to cope with and regulate their moods during confinement, especially those who presented with severe depression symptoms. Fundado na obra de José Roberto Dromi, que estabelece as características do “constitucionalismo do futuro”, o presente trabalho busca delinear as características do novo constitucionalismo latino americano e traçar um paralelo entre os dois. Para tanto, através de uma abordagem dedutiva, será realizada uma pesquisa bibliográfica e estudo comparado das constituições latinas. Os pensamentos anticolonialistas são fundamentos desse novo modo de pensar o constitucionalismo, que devolve o poder ao povo, sustentando um Estado plurinacional, promovendo uma verdadeira refundação estatal. The article “Outline of article 5 of the OECD model Convention” is written on a relevant topic, which is important because the object of analysis has many meanings. The author analyzes the concept of permanent establishment, provided for in Article 5 of the Organization for Economic Co-operation and Development Model Convention with respect to taxes on income and on capital. The main goal of the article is to discuss the institute of permanent establishment and to help understand it better. The (...) author does not seek to provide a thorough analysis of the content of Article 5, but rather, to concentrate on its main aspects. Even though the study of permanent establishment, provided in this article, related only to the context of the Convention, it can also be useful while analysing the concept of permanent establishment under the US Model Income Tax Convention and the 2001 UN Model Convention. Starting from a recent ideological and political controversy regarding the devaluation of the concept of “nationalism” in relation to that of ‘patriotism”, the author – following his own years-long investigations on the subject – historically and philosophically reframes each of these concepts from the perspective of rhetoric and argumentation. It is shown, in this context, that the arguments in question are fallacious (and even, in some applications, clearly perverse) and a radical and provocative reformulation of the aforementioned concepts and the (...) controversy involved is proposed – a reformulation which, eventually and at best, may give rise to a new historiography on the subject. O presente artigo brota da constatação de que, desde os seus inícios, com Frege, Russell e Wittgenstein, a filosofia analítica partiu do pressuposto de que Kant era o seu principal inimigo de entre os grandes autores da história da filosofia. Uma vez eliminados o papel fundamental da ideia de um sujeito de conhecimento e o psicologismo que daí se seguia, e reposto no seu devido lugar, quer dizer, depurado de implicações epistemológicas espúrias, o estatuto da lógica como empreendimento radical de (...) fundação da matemática e da ciência de modo geral, Kant foi declarado oficialmente morto. O desenvolvimento da lógica, contudo, cedo mostrou que os problemas fundamentais da filosofia analítica, contra todas as expectativas, continuavam, no essencial, a ser justamente aqueles que tinham ocupado o filósofo de Königsberg na Crítica da Razão Pura, sem que se vislumbrasse qualquer solução definitiva ou satisfatória a seu respeito. Assim, na sequência da mais recente historiografia e do seu próprio trabalho sobre o assunto, o autor do presente artigo desenvolve o tratamento da questão no que se refere ao Círculo de Viena, mostrando explicitamente as motivações antikantianas desse movimento bem como as origens das mesmas nos primórdios da filosofia analítica. Destacamse os compromissos e cumplicidade de ambas, jamais confessados ou admitidos pelos respectivos autores, com o kantismo. (shrink)
